Comment to FDA on Tobacco Product Standard for Nicotine Yield of Cigarettes and Certain Other Combusted Tobacco Products

Broadly, we support the Food and Drug Administration adopting this Proposed Rule as part of FDA’s Comprehensive Plan for Nicotine and Tobacco Product Regulation. We believe it could lock in the encouraging gains as both youth and adult cigarette smoking have declined to historic lows while further accelerating these declines to the lowest possible levels. We also believe that the success of the Proposed Rule hinges on other key measures and efforts that FDA must pursue and ideally have well-established in advance of the effective date of the Proposed Rule.
